Freeze was going to continue his research only to be manipulated by Hugo Strange. Strange arranged to have Freeze's Cold Gun fall into Freeze's hands, allowing him to escape.
Freeze made his escape and sought to get to Advanced Cryogenics in Gotham, where he believed his wife was being held. Freeze had decided on that day to escape as this was the day he believed his wife would be transferred into Arkham City. While heading there he briefly encountered Batman, who gave pursuit in the Batmobile.
Upon Freeze's arrival at Advanced Cryogenics, he saw Hugo Strange, who revealed that it had been him who arranged to have Mr.
Freeze arrive there. He then proposed an alliance with Freeze. Freeze would get a fully-stocked laboratory where he could continue his research for Nora. In exchange, Freeze would have to manufacture an assortment of serums and medicines for him. Freeze grudgingly accepted the offer, moving into the old GCPD building in Arkham City, but he swore to himself that he would cure Nora and have his vengeance on Strange. Eventually, Freeze became enraged at not having his wife with him.
He then armed himself and set out to retrieve her, but he was ambushed by Tyger soldiers who had orders to take him to Hugo Strange.
He was then brought to Hugo Strange and forced to attend a session with him. He was asked to recount his origin from Victor Fries to the villain he is today.
In exchange, he would be told where his wife is. He told the professor about the pets, Nora, Boyle, and Batman. In the session, Strange carefully directed the problems Freeze was facing back at him, pointing out that most of them could have been prevented or solved had he only done things a certain way. Eventually, Strange told Freeze that Nora was being taken to the Joker for "insurance", a fact which seemingly horrified him.
Freeze was later blackmailed by the Joker to find a cure for his Titan Illness. Freeze was easily able to develop a cure for the disease, but he found that it degraded too quickly to be used, and required a restorative enzyme. As part of the gang war , Penguin wanted to hurt the clown. He stripped Freeze of his suit and weapons. Freeze and his suit were displayed separately in Penguin's War Room and the Armory respectively.
Penguin also stole Freeze's Freeze Gun for his own amusement and to torture undercover cops sent by Commissioner Gordon.
Batman, who was poisoned by Joker with the latter's blood, went to find Freeze in order to get the cure. He discovered that the Penguin had kidnapped Freeze, and tracked him to the Museum. Batman soon found Freeze locked in a display case under a heat lamp, and was barely staying alive with the use of a plug that injected liquid nitrogen into his body, which kept it at sub-zero temperature.
Batman interrogated Freeze for the cure, but Freeze required his suit and his freeze gun, and demanded revenge on Cobblepot. Freeze was reluctant to help Batman, but agreed after Batman threatened him by removing Freeze's life support. After Freeze gave into Batman's threat, Batman returned Freeze's nitrogen to him. Batman got Freeze his suit and his freeze gun back and brought him the Penguin.
Freeze got revenge by stepping on the Penguin's broken hand, only eased up when Batman told him to stop and locked the Penguin in one of his own display cases. Batman asked for the cure, but Freeze explained that it was too unstable for use. Batman realized that he needed to get the restorative element the cure required: a sample of blood from Ra's al Ghul. After Batman recovered the blood sample, Freeze was able to complete the cure and quickly locked it away in his safe.
Batman demanded the cure, but Freeze refused and destroyed one of the two vials of the cure. He informed Batman that Joker had Nora and Freeze ordered Batman to bring Nora back to him, and launched a full-scale attack against Batman. Batman was able to defeat Freeze and smashed the protective dome around his head to punch him, but stopped after a Joker hallucination from his worsening health.
When Batman attempted to retrieve the cure, however, he discovered that Harley Quinn was able to break into the safe and stole the other vial. Batman pursued her, at the insistence of Freeze, and agreed to also look for Nora. Freeze later appeared at the warehouse where Batman appealed to him to quit the life of crime and to focus on his wife. Freeze, like many of the inmates of Arkham City, were freed when Hugo Strange's activities came to light.
Four months after Arkham City's closure, Freeze again resurfaced to aid Riddler's scheme to antagonize the Batman. At some point, Freeze was either released or managed to escape. Freeze eventually took Batman's advice to leave the criminal world and focus on his wife's cure, and set sail on her namesake ship. After months of work, Freeze was finally close to a cure, only a few days away.
Scarecrow , however, still wanted Freeze to help in his final assault on Gotham City , and wanted him to personally capture Batman. I advise taking out an armor guy first then letting the rest of them have it. Freeze froze the front door so we need to take the back.
With your detective vision on go to the back and you will see a bunch of broken walkways and water below. If you can the building you should either A see the door or B see the ledge you need to shoot to in order to get in. Now you should of beat the quest, good job.

Use the ice grenade to make a platform and use the Bat-claw to get across the water by attaching to the rings on the wall. Blow the wall, get into the alcove, and enter the door. In this room are 10 guards that are begging for a beatdown. Note that Freeze changes his entrance a couple of times.
The hardest to find is when he moves it to the other side of the police department building water side. There's an opening on the third floor of the building that you can just grapple hook to.
